Vic is not like most of the main characters in GTA. He starts out as a real, good soldier in the U.S. Army, stationed at Fort Baxter. His main goal is to make money to help his dysfunctional family, which includes his sick brother Pete and his brother Lance Vance, who is always getting into trouble (yes, that Lance Vance).

Sergeant Jerry Martinez, his corrupt boss, quickly pulls him into the world of crime. Vic is dishonorably discharged and thrown out onto the streets because of one bad choice. He has to start over from scratch. It tells a compelling story that gives players a new look at the city, showing its rough side before the Vercetti-era boom.

Gameplay Mechanics: Building an Empire

VCS is basically just pure, uncut Grand Theft Auto. You will steal cars, do dangerous missions, get into gunfights that blow up, and explore a huge, living city. But Rockstar Leeds added a key feature that set VCS apart: Empire Building.

This system was a lot more detailed than the asset management system in Vice City. There are 30 possible businesses on the map that you can take over from other gangs. You have to take care of these sources of passive income.

VCS also improved a lot of the mechanics. Vic can swim (which Tommy Vercetti can’t do), the combat targeting system has been improved, and the game adds new vehicles like helicopters, jetskis, and more. The sheer amount of content, from side missions like beach patrol to unique stunt jumps, was staggering for a handheld.

The Sights and Sounds of the 80s

What would Vice City be like without its vibe? The soundtrack is once again a masterclass in 1980s nostalgia, with hits from Flash FM’s pop anthems to V-Rock’s hair-metal shredding. The voice acting is great, and the cast brings the colorful, funny, and sometimes satirical characters to life.

It was a great way to show off the PSP. The original hardware had some problems, like noticeable pop-in and a low framerate, but the artistic direction was perfect, capturing the pastel suits, neon lights, and art-deco architecture of its 1980s Miami parody.

This is when the game goes from being a “great portable game” to being a “great game, period.” In this day and age, the best way to play Vice City Stories is with the PPSSPP emulator. Not only are the original PSP hardware’s limitations overcome, they are broken.

Upgraded Visuals and Performance

• Scaling of the resolution: Forget about the PSP’s 480x272 resolution. You can set the rendering resolution on PPSSPP to 1080p, 4K, or even higher. The textures are sharper, there are no jaggies, and the whole city looks bright and clear.
• Texture Filtering: Anisotropic filtering and texture scaling make the graphics even better by making surfaces look clean and detailed instead of the blurry mess they were before.
• Stable Framerate: The PSP’s 20–30 FPS limit is no longer in place. You can enjoy a rock-solid 60 FPS (or higher), making driving and shooting feel incredibly fluid and responsive.

Modern Controls and Convenience

• Support for Gamepads: The biggest change in the game. The PSP’s one analog nub, called the “claw grip,” worked fine, but playing VCS on PPSSPP with a modern dual-analog controller, like an Xbox, PlayStation, or other PC gamepad, is a whole new experience. It finally feels like a modern GTA to control.
• Save States: You don’t have to rely on in-game save points anymore. You can save and load your progress anywhere, anytime with save states. This is great for hard missions or for quick gaming sessions on your phone when you’re on the go.
